Default QUIC Client Packet Writer (proto)

This extension has the qualified name envoy.quic.packet_writer.default

This extension is intended to be robust against both untrusted downstream and upstream traffic.

The default QUIC packet writer used for QUIC upstream connections which is platform independent.
